Electronic documents are no software applications, the same way paper documents do not contain moving parts, or an engine for that matter.

Technically it is possible to add all kinds of programmable, hence executable, features to an electronic document. But the result would be a format that is potentially hazardous as these executable features can be exploited by malicious people.
